In Nigeria, birth certificates are issued by the National Population Commission (NPC). The process differs depending on the age of the individual being registered and the circumstances of the birth. For new births, the process is largely free, while for older individuals, it involves a fee and an attestation process. 
For a child born in a hospital (0 to 60 days)
Registering a child immediately after birth is the simplest method and is free of charge if completed within 60 days. 
Obtain a birth notification. After the birth, the hospital will issue a birth notification slip.
Go to an NPC office. Take the hospital-issued notification slip to a designated NPC registration center, which may be located within the hospital itself, at the local government headquarters, or another official NPC office.
Submit documents. Present the notification slip to the registration officer.
Receive the certificate. The NPC will issue the official birth certificate. This is the only valid and recognized birth certificate, not the hospital slip. 
For an older child (above 60 days and under 18)
If a child's birth was not registered within the initial 60 days, or if they were born at home, an official birth certificate can still be obtained through the NPC.
Get a Birth Report Affidavit. If the child was born at home or the birth was never officially recorded, you will need to obtain an Age Declaration Affidavit from a court in the local government area where the birth occurred.
Visit the NPC. Take the affidavit to an NPC registration center or a local government secretariat where an NPC officer is present.
Fill out the form. Complete the official birth registration form provided by the NPC. This process incurs a fee.
Submit and collect. Submit the form and affidavit to the registration officer. The official birth certificate will then be issued. 
For adults (18 years and older)
Adults who do not have a birth certificate will be issued an Attestation of Birth instead of a standard birth certificate. The process can often be initiated online via the NPC portal. 
Get a Court Affidavit. Obtain a sworn Affidavit of Age Declaration from a High Court, which is a key requirement.
Initiate an online application. Visit the NPC attestation website to start the online application process.
Gather requirements. You will need the following documents:
Age Declaration Affidavit
National Identification Number (NIN). If you do not have one, a temporary Birth ID will be issued, but you must visit a National Identity Management Commission (NIMC) office to complete the process.
A valid email address and phone number.
Make payment. Pay the required fee online through the NPC portal.
Complete biometrics. Follow the prompts for face capture, ensuring you have good lighting and a stable internet connection.
Receive your attestation. After your application is reviewed and approved, you will be able to download the Attestation of Birth.
